Urban regeneration (urban transformation)

Urban regeneration is the process of identifying disaster-prone buildings and areas, demolishing them and rebuilding in a way that creates healthy and safe living environments. Given Türkiye's earthquake reality, it is governed in detail by a dedicated statute.

The process usually begins with a risky-building assessment requested by owners and prepared by licensed institutions, notified to all owners and open to objection. Once final, the building must be demolished within the statutory period; reconstruction decisions are taken by the share majority prescribed by law, and the shares of dissenting minorities may be put up for sale.

Incentives such as rent support, fee exemptions and subsidised loans accompany the process. Because the legislation is amended frequently and extensively, majority thresholds, objection procedures and support conditions should be verified in their current form for each case.
