All termsThe occupancy permit certifies that a completed building conforms to its building permit and annexes and is fit for use. Known in Türkiye as iskan, it may be issued for the whole building or partially for completed independent units.
The permit is granted after an on-site inspection by the authority. Conversion to condominium ownership depends on it, and without it the building may not lawfully be used, nor may permanent electricity, water and gas subscriptions be opened.
Buying property without an occupancy permit is among the most common risks in practice: even where the building appears finished, deviations from the permit can block issuance and leave the buyer with defects that are difficult to cure. Verifying the permit's existence and date is a basic element of due diligence in unit purchases.
