The assessed value forms the basis of the minimum sale price at auction, making it one of the most critical steps in the process. The valuation report is served on the interested parties, who may apply to the enforcement court within the statutory period for a re-assessment. Where the statutory interval has passed since the valuation, a fresh assessment is mandatory before sale.
Undervaluation is the main factor leading to assets being sold below their true worth, and the report's currency matters all the more in high-inflation periods. A valuation not challenged in time becomes final and, as a rule, cannot be reopened at the auction-annulment stage.
